Ms.
Charlene Flick possesses demonstrated expertise in the areas of both
law and policy, specializing in intellectual property, technology,
and media matters both domestically and internationally. She has represented
both the U.S. government and multinational corporations before federal
agencies and courts as well as before international organizations.
Ms. Flick holds a top secret security clearance.
Most
recently, Ms. Flick served as Special Advisor for Intellectual Property
and Special Assistant to the Undersecretary for Global Affairs at
the U.S. Department of State. In this capacity, she negotiated with
foreign governments for stronger intellectual property protection
so as to safeguard American investment oversees. She was also responsible
for Internet and e-commerce matters, as well as cyber-crime and anti-hacking.
Prior
to her tenure as a presidential appointee, she served as Counsel to
the Software and Information Industry Association (SIIA). At SIIA,
Ms. Flick was responsible for Internet privacy and e-commerce matters,
reviewing members’ privacy policies, speaking publicly with
respect to technology and the law, and filing comments with the U.S.
Department of Commerce on matters of concern such as the international
“safe harbor” provisions. Additionally, Ms. Flick drafted
the Associations’ amicus brief in the landmark 10th Circuit
“CPNI” decision, arguing that the FCC consider a commercial
speech right in the consumer information already in a company’s
possession. She has also been a legal consultant to Saatchi &
Saatchi North America and the Authors’ Guild. Ms. Flick began
her career at the U.S. Federal Trade Commission, Office of the General
Counsel, where she practiced antitrust, trade regulation, and advertising/First
Amendment law.
Ms.
Flick is a graduate of the American University, Washington College
of Law, and a graduate, With Honors, of the State University of New
York (SUNY) at Binghamton, with a B.A. in Literature and Rhetoric.
Ms. Flick is admitted to practice in New York, New Jersey, and the
District of Colombia. She has delivered presentation on privacy, intellectual
property and advertising in the United States and abroad.
